Luc Tapella started his career as auditor at Coopers & Lybrand and at the Luxemburgish bank BCEE (Banque et Caisse d’Epargne de l’État), after graduating with an MSc in Economics from the University of Aix-en-Provence (France).
Six years later, in 1999, Luc joined one of Europe’s most important private satellite operator, SES ASTRA. Within a space of three years, he progressed from Marketing Project Coordinator in the Marketing and Commercial Department to Assistant of the director in the Marketing Department. In 2002, he moved to SATLYNX, an SES subsidiary, where he gained experience as a Senior Finance and Administration Manager and as a member of the executive committee.
Luc Tapella began his career with ILR (Institut Luxembourgeois de Régulation) in 2005 and worked as the head of the Department of Economic Studies, and Department of Accounting and Administration up until 2010. Over these years, he was also responsible of the postal sector.
Before becoming Director of the ILR in May 2015, Luc Tapella was the Chief Financial and Administrative Officer for Wagner Management, the lead company for the Wagner Group and member of the executive committee.

Bernardo Herman is responsible for the Surveillance, NetSec, Postal Market and IT departments.
After obtaining a master’s degree in law (UCL), Bernardo Herman has been holding various legal, regulatory and management positions for over 20 years in the electronic communications and audiovisual sectors in several private and public organisations. After 5 years with mobile operator KPN-Orange/Base Company, where he intervened in various cases concerning government affairs and competition law, he joined the BIPT for the first time in 2004 as a legal advisor for the Telecom Market & Media Department. From 2006 to 2009, he was in charge of drafting and implementing the regulatory and strategic agenda of the European association ETNO. He then took on management positions for more than 11 years within the Conseil supérieur de l’audiovisuel (CSA), which he headed for five years. There, in 2019, he became Director of European Affairs, in charge of following up the vice-chairmanship of ERGA, the European Regulators Group for Audiovisual Medial Services. In that framework, he constantly worked to improve the level playing field for all market players by contributing in particular to regulatory policies relating to the liability of online platforms. He has then been appointed as a Member of the Council and is assuming his duties in September 2021.

Philip Westbroek works for the Dutch regional grid operator Enexis, he is responsible for OT security. Philip is also a certified IEC 62443 trainer for ISA Europe. He is a cybersecurity and datacommunications enthusiast with more than 20 years’ experience in these fields, he holds a Master degree in information security management. During the past 16 years he was responsible for the design and realisation of a number of smart grid projects. Among these projects were a cryptoserver solution for smart meters and the Enexis Private MVNO solution. This award-winning mobile M2M datacommunications solution enables Enexis to switch from one mobile operator to another without swapping the SIM cards Enexis use in their RTUs, smart meters and other M2M equipment. Philip was the lead implementer of the Enexis ISMS for the OT environment, this ISMS was certified for ISO 27001:2017 in 2020.

Cynthia Wagner is the Chief Information Security Officer and Security Manager at the Restena Foundation, the national research and education network in Luxembourg. Previously, Cynthia was managing the Restena-Computer Security Incident Response Team. She graduated with distinction from the University with a PhD in computer science, where she studied the effects of various data mining approaches on flow measurements for improving security. Besides her daily work, she is currently co-chairing the CENTR (Council of European National Top-Level Domain Registries) Research and Developments Working group and an active member in different working groups at Geant (the collaboration of European National Research and education networks). On a national plan, she is active in various advisory boards and co-founder of Restena's cyberday.lu and the dataprivacyday.lu conference. The more, she is active in teaching. In her spare time, she loves to work in the garden and exploit new receipes in her kitchen (successfully and not)

His Internet career started in the late 1990s while working at PING, one of the first internet service providers in Belgium. He’s been a support engineer, a webmaster, an IT manager, an Internet Systems Manager and a Production Director before deep-diving into internet technology and cybersecurity while gradually moving to cyber governance and policy.
Today his focus is on cybersecurity, business continuity and the impact of Internet technologies on society.

After her PhD graduation in 2012 from University of Luxembourg and University of Lorraine, Sheila worked at ILR (Institut luxembourgeois de Régulation) in the telecom sector before joining in 2016 the Luxembourg Armed Forces as head of the cyberdefence team and was soon afterwards seconded to the Directorate of Defence as cyberdefence advisor.
Meanwhile in 2019 she found her way back to ILR as head of their new cybersecurity team, which is the single point of contact for Luxembourg for the NIS Directive as well as in charge of its transposition for all the sectors except for the financial sector. She always wanted to support other women; therefore, she is especially grateful that she is vice-president for Women Cyber Force since February 2021 and thus can be promoting and supporting women in the cyber domain.

Valéry Vander Geeten is the Legal Officer and DPO of the Centre for Cybersecurity Belgium (CCB). He has been the project manager of the implementation of the NIS directive in Belgium and has actively participated in the activities of the NIS Cooperation Group. He holds a Law degree and a LL.M. degree in public and administrative Law both from the University of Brussels (ULB). He is a former lawyer at the Brussels Bar and teacher assistant at the ULB. His interests are around cybersecurity, cybercrime, data protection, IT and public laws. Valéry is the Legal Officer of the Centre for Cybersecurity Belgium (as well of the federal service CERT.be which is a part of the CCB) and he is a former lawyer at the Brussels Bar. He is in charge of the legal aspect of the activities of the CCB and the CERT.be, including the implementation of the NIS directive (EU directive 2016/1148) in Belgium. Valéry is also a teacher assistant at the Law Faculty of the University of Brussels (ULB).

Jasper Nagtegaal is head of the department of digital resilience for the authority for digital infrastructure in the Netherlands, the Radio Communications Agency. Not as a cyber crack, but with master’s degree in law and public administration he is responsible for the supervision and enforcement for NISD supervision on the OES in the energy sector and digital infrastructure and also on the digital service providers (DSP). Furthermore, he is responsible for supervision on eID in the Netherlands and is forming the supervision on the Dutch implementation of OpenPeppol (e-facturation). In the Netherlands Jasper is chairman of the national working group of the different authorities on cybersecurity for all essential services, including Telecom, eIDAS and Nuclear sector.

Christophe is the co-founder and the Managing Director of Excellium Services. Founded in 2012 out of Luxembourg, Excellium is currently active in 7 countries over 2 continents with approximately 140 employees delivering services to nearly 180 customers.
Christophe was the EMEA vice-president and General Manager for Qualys, the leader in computer vulnerability management solutions. In this job, his mission was to support the company establishment in Europe in the perspective of the company IPO that happened in 2012.
Formerly, he had also managed the activities development of Verizon Business on the European Region for the security division for 10 years. Besides, he had had a 1st experience as a network administrator in the Paribas Luxembourg Bank for 3 years. In terms of the background, Christophe got an engineering degree in network engineering and information systems. Furthermore, he had an Executive MBA from HEC Paris in 2008. Most recently, he has studied Criminology at the University of Paris Assas II and Economic intelligence at the Ecole de Guerre Economique in Paris.
He regularly speaks at conferences about Information Security issues, analysis of the economics of cybercrime or evolving threats. Since 2018, he’s also been Associate Professor at Telecom Nancy, an engineering school in France on cybersecurity topics.

Georgia Bafoutsou holds a PhD in Electrical and Computer Engineering with a background in electronic communications security and privacy. From 2006-2020, she has been a member of the Hellenic Authority for Communications Security and Privacy, investigating security incidents on providers’ networks, auditing the implementation of proposed security measures and promoting security best practices.
Since 2020 she is a national expert in the Policy Development and Implementation Unit of the European Union Agency for Cybersecurity and focuses in security of telecoms, and digital infrastructure, working on technical and policy topics.

Cécile is the head of the department in charge of ICT risks supervision and regulated ICT service providers (“support PFS”) supervision at the CSSF, the financial sector authority in Luxembourg.
She worked for 14 years in audit and consulting firms, mainly on IT audits, IT risk management assignments and BCP projects.
In 2011, she joined the CSSF to integrate and develop the team in charge of regulated entities’ ICT risk supervision on 3 main axes: off-site ICT risk supervision, ICT on-site inspections and ICT policy work. She worked on topics such as ICT governance, outsourcing, cloud computing, cybersecurity, digitalisation and on the evolution of the European and Luxembourg regulatory frameworks on these topics.

Jean is an information security specialist, thanks to 10 years of work experience in this field. He is an engineer, specialised in Automated Systems and Computer Science, and a Certified Information Systems Auditor (CISA).
Jean has been working at the CSSF since 2015, as an IT supervisor and regulator. He is mainly involved in the areas of cloud computing and cyber security.
He is one of the authors of the circular CSSF 17/654 and its amended version, related to the outsourcing to cloud computing infrastructures, and one of the contributors of the European Banking Authority Guidelines on ICT and security risk management (EBA/GL/2019/04), transposed in Circular CSSF 20/750.

While pursuing his logical path towards information security and free software, he worked as senior security network consultant at different places (e.g., Ubizen, now Cybertrust). He co-founded a start-up called Conostix, which specialised in information security management. For the past 6 years, he was the manager of global information security at SES, a leading international satellite operator. He is now working at CIRCL in the research and operational fields. He is also a lecturer in information security at Paul-Verlaine University in Metz and the University of Luxembourg.

Sabika Ishaq is an information security professional and enthusiast. In the past 15 years of her professional career, she has worked in a number of different industries including the United Nations where she worked on development projects on decentralized governance, ESG and leveraging technological connectivity solutions in remote areas. She is currently the Information Security Officer at Grant Thornton Luxembourg managing their Security Programme.

Aline Moyret currently holds the position of Practice Lead Governance, Risk and Compliance at EBRC, Luxembourg’s leading provider of Data Centre, Cloud and Managed Services.
Before joining EBRC in September 2013, Aline was appointed Security Solution Architect at Verizon Security Services. Aline has spent more than 15 years in cybersecurity as project manager, solution architect and consultant. She has a broad experience in Information Security and Risk Management and actively contributes to EBRC business development.

Shenglan Hu

Shenglan Hu

Information Security Officer, POST Luxembourg
 

Shenglan is the ISO of POST Telecom Luxembourg, responsible for the ISMS management, security risk, governance, as well as compliance with legal & regulations requirements and ISO standards. Before joining POST in 2014, she was a lead security consultant in CGI Netherlands and later a senior security consultant at Deloitte Luxembourg. She has studied her Ph.D. in Cryptography and Information Security at Royal Holloway, University of London.
She is a security expert and member of the ILNAS Technical Committees of ISO/IEC JTC 1/SC27, SC38 and CEN/TC 224, actively contributing to the review of various ISO standards, including the new version of ISO27002.

Moussa OUEDRAOGO (MSc, PhD) is head of Cybersecurity service at Fujitsu Luxembourg. As a security practitioner, he led the implementation of a variety of cybersecurity projects for clients organisations from, amongst other, the Banking, Energy and transport sectors. He is been advocating and advising companies in achieving cyber resilience through, a pragmatic makeover of their cybersecurity strategy and ensuing control measures.
Through his leadership, Fujitsu Luxembourg is playing a key role in defining innovative security and privacy preserving solution as part of collaborative European Projects.
Prior to industry he held research position at the Luxembourg Institute of Science and Technology.

Karl Dobbelaere

Karl Dobbelaere

Policy Manager, Centre for Cyber security Belgium (CCB)
 

Karl Dobbelaere is Policy Manager at the Centre for Cybersecurity Belgium (CCB). In this role he is working to make Belgium less vulnerable, with a focus on NIS entities and public administration. Furthermore, he is involved in the launch by CCB of a set of cyber security services for Belgian companies and other organisations. He holds a Civil Engineering degree from the University of Ghent. Prevention of cybercrime is his driver.

Paul took the responsibilities as the managing director of the governmental CERT in 2020. Based on Dipl.-Ing. degree in Computer Science, Paul built his working experience over the last 10 years in crises management and crisis prevention at the High Commission for National Protection in various positions, but only after he spend 11 years in telecom as a systems engineer.

Jocelyn Aubert

Jocelyn Aubert

Research & Technology Associate, Luxembourg Institute of Science and Technology (LIST)
 

Jocelyn Aubert obtained two master’s degrees, one in IT Security Management (from Uni.Luxembourg) and the second in Human-computer interaction (from Uni.metz – France). As a Research and Technology Associate in the Trustworthy Data Systems group of the Reliable Distributed Systems Unit of the IT for Innovative Services department at LIST, Jocelyn Aubert contributes to different projects around two main themes: Information Security Management and Cyber Security.
His main areas of competences in Information Security Management include Security Management, Security Assurance, Risk Management, IT Compliance with standards best practices and laws (e.g., ISO/IEC 27001, Telecoms Framework directive - Article 13a, NIS Directive, PSDC, CSSF 12/544, etc.).
Jocelyn Aubert also managed different national and European projects including EU FP7 STREP MICIE, CELTIC BUGYO Beyond, CEF Telecom NISDUC, H2020 PRECINCT.
He is a Lecturer and trainer in Information Security Management Systems (Université de Lorraine, Institut Supérieur de l'Économie (ISEC) Luxembourg, House of Training Luxembourg).
He is also a certified ISO/IEC 27001 Auditor and TIPA Assessor for ITIL.

Hervé Cholez

Hervé Cholez

Hervé Cholez received in 2008 his M.Sc. degree in computer science, specialised in security of information and communication systems from the University Paul Verlaine, Metz, France. Since 2010, he is a research and technology associate at the Luxembourg Institute of Science of Technology (LIST) in the Trustworthy Data Systems group of the Reliable Distributed Systems Unit of the IT for Innovative Services department.
His research interests are mainly in the fields of security risk management, information security, cybersecurity, and standardization. Recently, he contributed to research projects related to the cybersecurity of critical infrastructures and essential services, in particular by contributing to develop a regulatory framework and models meeting the requirements of the European NIS directive and its transposition concerning measures for a high common level of security of network and information systems. He is also active in the ISO/IEC SC27 international standardization committee about IT security techniques.
